Citizen Advisory Board being formed to determine structure of water rate increase.
The Department of Water Resources seeks to have informal meetings, offering flexibility as to agendas and not noticing of meetings. The Department states, the "Open Meeting Law" places no requirements on them to publicly notice meetings.
